Executive, Administration and Legal Committee Meeting

Minutes: Meeting of Tuesday, May 17, 2022

Present: Dr. Curtis Lewis, Chair, Mr. Stephen McGee, Vice- Chair

Absent: Ms. Candice Cheney, Secretary/Treasurer

The monthly meeting of the Greater Alexandria Economic Development Authority’s Executive, Administration and Legal Committee was called to order by Commissioner Lewis at 8:02 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend approval of the April 2022 Financial Statements There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend ratifying the payment of the April 2022 Accounting Bill. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend ratifying the payment of the April 2022 Legal Bill. There being no public comments, motion passed by unanimous vote.

Commissioner Snow inquired about the status of the Annual Audit for the year ended December 31, 2021. A discussion was held.

There being no further business to come before the Committee, the meeting was adjourned at 8:10 a.m.

Governmental Relations Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Governmental Relations Committee was not called to order due to no quorum being present.

Economic Development Committee Meeting

Minutes: Meeting of Tuesday, April 19, 2022

Present: Mr. Steven R. McGee, Chair; Dr. Curtis Lewis

Absent: Ms. Renee White-Goolsby; Mr. John Carroll

The monthly meeting of the Greater Alexandria Economic Development Authority’s Economic Development Committee was called to order by Commissioner McGee at 8:11 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner Snow and seconded by Commissioner Lewis to recommend approval of the revisions to the GAEDA Grant Policies and Procedures /Application with amendments. A roll call vote was as follows: Commissioner McGee-Yes Commissioner White-Goolsby- Absent Commissioner Carroll-Absent Commissioner Les-Yes There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Snow and seconded by Commissioner Lewis to recommend approval of a Cooperative Endeavor Agreement with the Rapides Parish Coliseum in an amount not to exceed Twenty-Five Thousand Dollars ($25,000) for advertisement and marketing of the 2022 Mike Epps Show to be held July 23, 2022, at the Rapides Parish Coliseum. A roll call vote was as follows: Commissioner McGee-Yes Commissioner White-Goolsby- Absent Commissioner Carroll-Absent Commissioner Les-Yes There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Snow and seconded by Commissioner Lewis to recommend approval of a Cooperative Endeavor agreement with the Louisiana Animal Care and Control Association (LACCA) in an amount not to exceed Three Thousand Dollars ($3,000) for the 2022 LACCA Training to be held at the Hotel Bentley July 31-August 5, 2022. A roll call vote was as follows: Commissioner McGee-Yes Commissioner White-Goolsby- Absent Commissioner Carroll-Absent Commissioner Les-Yes There being no public comments, motion passed by unanimous vote.

Capital Projects Committee Meeting

Operations & Human Resources Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Operations and Human Resource Committee was called to order by Commissioner Smith at 8:52 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

There being no business to come before the Committee, the meeting was adjourned at 8:45 a.m.

The monthly regular meeting of the Greater Alexandria Economic Development Authority was called to order by Commissioner Lewis at 8:55 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner McGee and seconded by Commissioner Smith to approve the May 2022 Consent Agenda. There being no public comments, motion passed by unanimous vote.

The Executive Director reported on properties sites for acquisition. He stated that he would be contacting committee members individually to discuss. A discussion was held. He further reported that the Frankly Beverley and Maze concert had been cancelled. Mr. Rick Reno, manager of the Coliseum gave a brief report on the cancelling of the concert. A discussion was held.

The Executive Administrator reported on the status of the Annual Audit for the year ended December 31, 2021. A discussion was held.

Legal Counsel commented on the status of the filing of the February 2004 Meeting Minutes. A discussion was held. She also commented on questions surrounding the reasons GAEDA can enter Executive Session. A discussion was held. Lastly, she commented that commissioners should ensure that they are following all Louisiana Ethics Training.

There being no further business to come before the Board, the meeting was adjourned at 9:37 a.m.
