PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON FEBRUARY 24, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, February 24, 2026, at 5: 06 P. M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler and Jim Villard. Malcolm Larvadain was absent. Also present were Mayor Roy, City Attorney Jonathon Goins, Michael Caffery, and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Villard, and the Pledge of Allegiance was led by Ms. Felter. On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken III from a regular Council Meeting held on February 10, 2026, were unanimously approved by the Council. EXECUTIVE SESSION TO BE HELD PURSUANT R.S. 42: 17 ( A) ( 2) ON THE FOLLOWING:
• a) To consider an executive session to receive a report and the recommendation from the City Attorney regarding settling the dispute in the matter at the 9th Judicial District Court entitled, Vanessa Moreno v. SECTION I: BE IT ORDAINED by the Council of the City of Alexandria, Louisiana, in legal session convened, that Article I, Section 26- 11, ( d), ( e), & ( f), are added to the Code of Ordinances of the City of Alexandria and is amended and reenacted to read as follows: of the City of Alexandria Municipal Codes. Line of stars indicate unchanged text) ARTICLE I. — IN GENERAL Sec. 26- 11. Termination of Services; Collection; and Prohibitions.

• d) The City of Alexandria Utility Department shall not disconnect a customer anywhere in its service territory on any day during extreme weather conditions as defined in Section 26- 11, items ( e) ID and ( f). The disconnect ppprohibition applies to electricity, gas, and water services.
• e) Winter Extreme Weather Conditions: The previous day' s highest temperature did not exceed 32 degrees Fahrenheit, and theg temperature is predicted to remain at or below that level for the next 24 hours, according to the nearest National Weather Service ( NWS) reports.
• f) Summer Extreme Weather Conditions: The National Weather Service ( NWS) issues an excessive heat warning" within 12 hours of a heat index of 105° F for more than 3 hours per day for 2 consecutive days; or a heat index of 115° F for any period of time. SECTION II: BE IT FURTHER ORDAINED, etc., that this ordinance shall become effective upon signature by the Mayor; or, if not signed or vetoed by the Mayor, upon expiration of the time for ordinances to become law without signature by the Mayor. SECTION III: BE IT FURTHER ORDAINED, etc., that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items, or applications of this ordinance which can be given effect without the invalid provisions, items, or applications, and to this end the provisions of this ordinance or hereby declared severable. 20. 5 The Contracting Party understands and acknowledges an entity other than the City must install the gas service line ( making a connection at the capped off service line to the subject property as provided by the City) and meter loop to the home site as well as pay any and all meter fees, taps fees, services charge or other fees which may be lawfully due and payable at the time of construction. The Contracting Party further understands and acknowledges the City has no duty or obligation to ensure gas service beyond the limits of the right of way for LA Highway 165.
21. 6 The Contracting Party understands that as a condition predicate for this Cooperative Endeavor Agreement that the home constructed on the subject property shall include natural gas loads from unit heating, stove, cooktop, and water heater. Further, if the subject property is sold to a third party these conditions for gas load shall be required to be included in any sale document and restrictive covenants. All natural gas loads shall be served in accordance with City ofAlexandria Code of Ordinances Chapter 26, Article IV. ARTICLE III CONTRACT MONITOR
22. 1 The Contract Monitor for this contract is Marcus Connella, Director of Utilities, City of Alexandria, or the successor to this position and the Mayor if the Mayor so directs.
23. 2 Monitoring Plan: During the term of this Agreement, Contracting Party shall discuss with the City' s Contract Monitor the progress and results of the project, ongoing plans for the continuation of the project, any deficiencies noted, and other matters relating to the project. Contract Monitor shall review and analyze Contracting Party' s Plan to ensure Contracting Party' s compliance with contract requirements.
24. 3 If requested by the Contract Monitor at any time the Contracting Party shall inform Contract Monitor of any problems, delays or adverse conditions, which will materially affect the ability to attain program objectives, prevent the meeting of time schedules and goals, or preclude the attainment of project results by established time schedules and goals. Contract Monitor may withhold at any time funds from the City for any reason without recourse by the Contracting Party. Contract Monitor or the Mayor is the sole authority for any decisions to withhold funds, which decision will be final. ARTICLE IV TERMINATION
25. 1 The Mayor and/ or Contract Monitor may terminate this Agreement with or without cause based upon the failure of Contracting Party to comply with the terms and/ or conditions of the Agreement. ARTICLE V TERMINATION FOR CONVENIENCE
26. 1 The Mayor and/ or Contract Monitor may at its sole option choose to terminate the Agreement at any time by giving thirty ( 30) days written notice to Contracting Party. Upon receipt of notice, Contracting Party shall, unless the notice directs otherwise, immediately discontinue the work and placing of orders, for materials, facilities, services and supplies in connection with the performance of this Agreement. Contracting Party shall be entitled to payment for deliverables in progress, to the extent work has been performed satisfactorily. ARTICLE VI OWNERSHIP
27. 1 All records, reports, documents and other material delivered or transmitted to Contracting Party by the City shall remain the property of the City, and shall be returned by Contracting Party to the City, at Contracting Party' s expense, at termination or expiration of the Agreement. All records, reports, documents, or other material related to this Agreement and/ or obtained or prepared by Contracting Party in connection with performance ofthe services contracted herein shall become the property ofthe City, and shall, upon request, be returned by Contracting Party to the City at Contracting Party' s expense at the termination or expiration of the Agreement. ARTICLE VII ASSIGNMENT
28. 1 Contracting Party shall not assign any interest in this Agreement and shall not transfer any interest in same( whether by assignment or novation) without prior written consent of the City. ARTICLE VIII FINANCIAL DISCLOSURE AND AUDIT
29. 1 RESERVED. ARTICLE IX AUDITOR' S CLAUSE
30. 1 It is hereby agreed that the Legislative Auditor of the State of Louisiana, and/ or the City auditors shall have the option of auditing all records and accounts of Contracting Party, which relate to this agreement.
31. 2 Contractor and any subcontractors paid under this Agreement shall maintain all books and records pertaining to this Agreement for a period of 3 years after the date of final payment under the prime contract and any subcontract entered into under this Agreement.
32. 3 Records and Fiscal Controls. All payroll and financial records pertaining in whole or in part to this Agreement shall be clearly identified and readily accessible to the City. Such records and documents shall be retained for as long as required by law; provided, any records and documents that are subject ofaudit findings shall be retained for a longer time until such audit findings are resolved. 9.4 Access to Records. The City and its duly authorized representatives shall have access to the books, documents, papers and records of the Contracting Party, which are pertinent to the Agreement. Upon request, the Contracting Party shall provide the City copies of all financial records, books, papers, records and/ or documents pertinent to this Agreement at Contracting Party' s expense. ARTICLE X AMMENDMENTS IN WRITING
33. 1 Any alteration, variation, modification, or waiver of provisions of this Agreement shall be valid only when it has been reduced to writing, executed by all parties and approved by the Mayor of the City. ARTICLE XI FISCAL FUNDING CLAUSE
34. 1 The continuation of this Agreement is contingent upon the appropriation of funds to fulfill the requirements of the Agreement by the City. Ifthe City fails to appropriate sufficient monies to provide for the continuation of the Agreement; or if such appropriation is reduced by the veto ofthe Mayor or by any means provided in the Budget Ordinance ofthe City to prevent the total appropriation for the year from exceeding revenues for that year, or for any other lawful purpose, and the effect of such reduction is to provide insufficient monies for the continuation of the Agreement, the Agreement shall terminate on the first day of the month for which funds are not appropriated. ARTICLE XII TERM OF CONTRACT
35. 1 This agreement is in force and effect from the date of execution for a period not to exceed eighteen ( 18) months unless extended by mutual written consent of the parties. No funds available under the terms of this contract may be utilized by the Contracting Party for any purpose prior to the date of execution of this agreement. This agreement may be extended by mutual written consent of the parties for a period not to exceed twelve( 12) months. ARTICLE XIII DISCRIMINATION CLAUSE
36. 1 Nondiscrimination. The Contracting Party agrees to abide by the requirements of the following as applicable: Title VI and VII of the Civil Rights Act of 1964, as amended by the Equal Opportunity Act of 1972, Federal Executive Order 11246. the Federal Rehabilitation Act of 1973, as amended, the Vietnam Era Veteran' s Readjustment Assistance Act of 1974, Title IX of the Education Amendments of 1972, as amended, the Age Act of 1975, as amended, and Contracting Party agrees to abide by the requirements of the Americans with Disabilities Act of 1990, as amended. Contracting Party agrees not to discriminate in its employment practices, and will render services under this contact without regard to race, color, religion, sex, sexual orientation, national origin, veteran status, political affiliation, or disabilities. The Contracting Party acknowledges and agrees that any act of unlaw discrimination committed by Contracting Party, or any other failure to comply with these statutory obligations when applicable shall be grounds for termination of this Agreement. 37. 1 Contracting Party shall fully defend, protect, indemnify and hold harmless the City of Alexandria, its employees and agents from and against each and every claim, demand or cause of action including those arising out of contract or tort and any liability, costs, expense including attorneys' fees and other costs incurred in the defense of the City), for damage or loss in connection therewith, which may be made or asserted by Contracting Party, its employees or agents, contractors, subcontractors, or any third parties, on account of personal/ bodily injury, including wrongful death, property damages, or breach of contract caused by, arising out of, or resulting from any acts, omissions and/ or fault or negligence of the Contracting Party, its employees, agents, contractors or subcontractors, their employees and agents, while engaged in the performance of any work hereunder of the rendering of any services hereunder. The City shall be severally liable for work performed by its employees. agents, or subcontractors only to the extent the City' s work is found to have been the direct cause of any personal/ bodily injury, wrongful death, or property damage. 38. 1 If any provision or item of this Agreement or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this agreement which can be given effect without the invalid provisions, items or applications, and to this end the provisions of this Agreement are hereby declared severable. 39. 1 The validity, interpretation, and performance of this Agreement shall be controlled by and construed in accordance with the laws of the State of Louisiana. Activities began on June 6th with Sister-to-Sister featuring Ms. Romonica Washington of Houston, TX, attended by around 100 people at Mt. Zion Missionary Baptist Church Life Center. The event was free and open to the public. The Juneteenth Community Empowerment Summit took place on Tuesday, June 10th, at the Bolton Ave. Community Center with a panel of five and around 60 attendees. The event covered topics such as Social/ Economic Empowerment and Education Empowerment. It was free and open to the public. On Thursday, June 12th at 6 pm, the " Unity Fellowship" was held at the Rebirth Ministry Church with guest lecturer Dr. James Dixon II from Houston, TX. The session focused on leadership and its benefits to the community, providing insight into overcoming differences to pursue collaborative efforts that will address issues and help CENLA progress. Leadership groups discussed included spiritual, business, public, education, and non-profit sectors. On Saturday, June 14th, the 33rd Annual Parade started, the procession began at 6pm, starting from Broadway to Main Street, and concluded at Alexandria Park Downtown near the steps of City Hall. Despite inclement weather, the event attracted over 500 attendees, with Grand Marshal Herbert Dixon leading the parade. The celebration included performances by artists such as 318Bubby Lee, Soul Groove, and Lil Nathan& The Zydeco Big Timers Band, in addition to offerings from local vendors. Our annual Worship Experience took place on Monday, June 16th at 6pm in Mt. Zion Missionary Baptist Church Sanctuary. The event featured 11 groups including quartets, soloists, a gospel rapper, comedy acts, a children's drill, and a dance team. Over 300 people attended. The celebration continues Thursday June 19th, the Juneteenth Worship Service, with Guest Speaker, Dr. Maurice Watson, Pastor of Little Rock, Ark which was held at Mt. Zion MBC, the public was invited to attend as we welcomed approximately 600 attendees. On Friday, June 20th, we spoke with children at LSUA-COPE in Rapides and Evangeline parishes about Juneteenth' s history. Activities included a mini- quiz bowl, outdoor events, and art. There were 71 attendees. FREEDOM DAY Marketing for the events included over 2000 flyers, 500 push cards, 100 posters, and 60-yard 4: gns distributed in Alexandria, Pineville, Natchitoches, Winnfield, Bunkie, Leesville, Opelousas, LeCompte, and Marksville. There were interviews on Mix 93. 9, KALB- TV, KLAXi i TV, and KAYT 88. 1. A banner with all sponsor logos was displayed at past Juneteent'' celebrations, featuring comments from Grand Marshall Herbert Dixon. The events were listed on local community calendars. Radio commercials aired on Mix 93. 9, reaching over 10, 000 people in 8 parishes, as well as KAYT 88. 1, KISS 98. 7, and four 15- minute broadcasts on KAYT 88. 1 and Mix 93. 9. All sponsor' s logos were included on all flyers, push-cards, posters, letters, and event programs. Banners with sponsor' s logos were on display at all 2025 Juneteenth events.
