Agenda Agenda Item #3: Approval of Minutes A motion to approve December 4, 2024, minutes as written by Mayor Wilking, seconded by Mayor Bishop. On vote the motion unanimously passed. MPO Housekeeping Projects for Approval: Agenda Item #4a: Motion to approve Amendment No. 2 to the FY2024-25 Unified Planning Work Program The committee reviewed changes to the FY25 UPWP proposed under Amendment No. 2, public review and comment schedule, and an update regarding implementation of programmed UPWP projects. A motion to approve Amendment 2 to the FY2024-25 Unified Planning Work Program pending public comments was made by Mayor Roy, moved by Darrel Basco, seconded by Ben Russo. On vote the motion unanimously passed. Agenda Item #4b: Motion to approve Highway Safety Improvement Program MPO 2025 Performance Measures and Safety Targets The committee reviewed 2024 safety performance measures, targets, and crash activity for the Alexandria-Pineville Metropolitan Planning Area (MPA), including North MacArthur Drive, LA 28 West; and 2025 MPA and Louisiana DOTD safety performance targets, public review and comment schedule as proposed by MPO staff. Basco proposed a J-turn lane improvement in front of Y-Not Stop. A motion to approve the 2025 MPO Safety Performance Targets was made by Mayor Roy, moved by Ben Russo, seconded by Mayor Bishop. On vote the motion unanimously passed. Agenda Item #4c: Motion to approve federal fiscal year (FFY) 2024 Annual Report for the Alexandria-Pineville Metropolitan Planning Organization The committee reviewed key findings and overall top bottleneck locations from the APMPO FFY2024 Annual Report.

On vote the motion unanimously passed. Agenda Item #5: Motion to establish public hearing date for the MPA Stormwater Study The committee reviewed status of MPA Stormwater Study (also known as the Improving Transportation Resiliency Through Stormwater Mitigation Study) under development by the MPO. Committee discussed need for MPO staff to present MPA Stormwater Study to City of Alexandria, City of Pineville and Town of Ball Councils prior to establishing public hearing date to for MPA Stormwater Study. Committee would decide public hearing date after the third round of public outreach was completed Jonathan Bolen reviews Existing Conditions Report under development by the consultant (Halff & Associates). No action was taken and the motion was tabled until June 11 Transportation Policy Committee Meeting. Agenda Item #6: Federal Grant Opportunities, Awards, Next Steps The committee reviewed status of federal funding opportunities selected for application development and impact to annual MPO planning activities. Agenda Item #7: Other Business / Public Comment No other business was discussed and there were no comments from the public online or in person. A motion to adjourn by Ben Russo, seconded by Troy Roussell. On vote the motion unanimously passed.
