(Ltr mailed 7/30, 9/5 and 11/6) *Appointment to the Coliseum Authority Board for a five (5) year term. Mr. Murphy Rachal’s term to expire December 8, 2013. Representing District C *Appointment to Fire District No. 4 Civil Service Board for a three (3) year term. Mr. Bryon McGee’s term expired November 12, 2012. Nominated by Louisiana College(4th request-email 10/1/13 (new President), 7/30/13, 3/18/13 *Appointment to Fire District No. 3 Civil Service Board for a three (3) year term. Mr. Andrew Hunter ’s term expired 10/10/13. Nominated by Louisiana College (Letter-email 10/1/13(new President), 7/30/13 *Appointment to Fire District No. 4, Civil Service Board for a three (3) year term. Mr. David Gunter ’s term will expire Novem ber 12, 2013. Employee elect, letter received to reappoint by members of Fire District No. 4.
- Motion to authorize the President to sign a Cooperative Endeavor Agreement with the Louisiana Department of Transportation for donation of reclaimed asphalt from the location of LA 497, State Project No. H.010373 , approximately 180 cubic yards. (PUBLIC WORKS 11/4)
- Motion to authorize the Public Works Director to hire a temporary mechanic at a rate of pay of $10.00 per hour to be paid from the Road & Bridge Salary line item as needed until such time as the position of fulltime mechanic is filled. (PUBLIC WORKS 11/4)
- Motion to enter into an Intergovernmental Agr eement with Rapides Parish Sewerage District No. 2, for the Rapides Parish Highway Department to provide the labor, equipment, and material, to haul and spread limestone at the Aurora Park, Harmony Hills, Timber Trails, and Village Green wastewater facilities as requested, with all cost to be reimbursed by Rapides Parish Sewerage District No. 2. - Motion to authorize the Public Works Director to hire two temporary employee’s at a rate of pay of $8.00 per hour, to be paid from the Road & Bridge Salary line item, as needed until such time as two positions of fulltime Equipment Operator I are filled. - Motion to consider and take action with respect to adopting a resolution canvassing the returns and declaring the result of the special election held in Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, on Saturday, October 19, 2013, to authorize the continuation of a special tax therein. - Motion to consider and take action with respect to adopting a resolution canvassing the returns and declaring the result of the special election held in Fire Protection District No. 11 of the Parish of Rapides, State of Louisi ana, on Saturday, October 19, 2013, to authorize the continuation of a special tax therein. - Motion to waive the thirty (30) day announcement rule and reappoint Mr. Edmond Hays to the Coliseum Authority for a five (5) year term. Term will expire December 8, 2013. (WORKFORCE DEVELOPMENT 11/4)
- Motion to approve hiring 1 temporary, full -time Academic Instructor (Adult Basic Education/GED) and 1 temporary, full -time certified Construction Trades Coordinator & Instructor (National Center for Construction, Education & Research -NCCER) to provide the Adult Basic Education (GED) and core curriculum (NCCER) components of the YouthBuild program, to be paid out of YouthBuild grant funds and to authorize the Treasurer to amend the budget as necessary. - Motion to adopt a resolution to award the Esler Regional Airport (ESF) Engineering Services to Pan American Engineers – Alexandria, Inc., for a Master Engineering Services Agreement and fee schedule associated with Capital Improvement Program projects for the Esler Regional Airport, as recommended by the Consultant Selection Committee to be reimbursed by the State of Louisiana and Federal Aviation Administration and ratify authorization for the President to sign same. - Motion to cancel the selection of Coast to Coast Enterprises as contractor for demolition and asbestos abatement services for the Greenway Park Acquisition Project and retain 5% Bid Bond in accordance with Section 18.3 of the Greenway Park Demolition and Abatement Bid Documents (Bid 2323) due to Coast to Coast Enterprises failure to provide the required Payment and Performance Bonds. - Motion awarding the contract for demolition and asbestos abatement services to the next lower bidder, Gulf Services Contracting for the Greenway Park Acquisition Project, Hazard Mitigation Grant Program authorization for the President to sign the Notice of Award and Contract. - Motion to waive the insurance requirements for a Sewage Effluent Discharge Permit at 857 Denny Rd., Deville, LA and approval to discharge sewage effluent to the roa d side ditch, in the public right of way, for Michael Hedrick, as approved by the Public Works Director and Health Department. - Motion to proclaim November 10 -16, 2013 as National Nurse Practitioner Week in Rapides Parish and ratify authorization for the President to sign the proclamation. (MUNICIPAL 11/4)
- Motion to amend that certain motion of October 14, 2013, to authorize to enter into an Intergovernmental Agreement with the Town of Glenmora for the Parish Highway Department to perform resurfacing of Wilson Road and West 8th Avenue Extension (which is perpendicular to Wilson Road) and Gum Street, as requested by the Town of Glenmora, to be paid out of towns portion of Road District 1A funds, and authorize the President to sign same, to exclude Gum Street from the agreement. - Motion to appoint Mr. Robert Miller to fill the unexpired term of Mr. Robert Gintz and reappoint for an additional five (5) year term, on the Ward 10 Recreation District Board. Term will expire January 12, 2014. (Mr. Moreau)
- Motion to award Bid No. 2334 For Sale Koehring Dragline (Model 405) to Michael Nugent the sole bidder for an amount of $5,360, as recommended by the Public Works Director and Purchasing Agent. (Mr. Smith)
- Motion to enter on behalf of the Rapides Parish Library, an Intergovernmental Agreement with the Rapides Parish School Board , to provide egress and ingress for the Martin Luther King Branch Library and authorize the President to sign same.. (Mr. Overton)
- Motion to authorize to place gravel on the landing parking lot at the end of Stock Landing Road, not to exceed $8,000, to be paid from the gravel line item in Road & Bridge. (Mr. Smith)
- Motion to approve Change Order No. 1 for the construction contract with Active Steel Construction for Rapides Fire District No. 6 Fire Truck Storage Building (Bid No. 2283) for an amount of $6,100, to re -grade and expand the existing building pad, as recom mended by Steve Fontenot & Phillips, Project Engineer and Deville Volunteer Fire Department Board of Directors and ratify authorization for the President’s to sign.
