Commission Minutes – September 24, 2020

THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT SEPTEMBER 24, 2020

The regular meeting of the Capital Projects Committee of the England Economic and Industrial Development District was held on Thursday, SEPTEMBER 24, 2020 in the England Authority Community Center.

Commissioner Bushnell called for a roll call in the absence of Chair Barron.

The following were present: Mr. Bushnell, Ms. Cooper, Mr. Linzay, Mr. McPherson, Mr. Weems and Mr. Williams

Absent: William Barron, Mr. Gaines, Col. Lloyd

Commissioner Bushnell next called for any comments from the public. There being none, Mr. Bushnell proceeded with Capital Projects Committee.

Motion by Mr. Linzay, second by Mr. Williams, authorizing Executive Director to execute work contract with Infrastructure Consulting & Engineering for Task Order No. 1 for Professional Services related to the Airfield Guidance Sign Replacement Project. On vote, motion carried.

Status Report – presented by Mr. Scott Gammel, Deputy Director/Airfield & Capital Projects

• a. Part 150 Noise Program – To date, we have acquired 151 parcels for a total of 401 acres. There are approximately 39 parcels left to purchase. We have made offers on six; We have four structures to be demolished and will be applying for grants over the next few years and we should be receiving a grant between $2 to $3 million dollars per year.
• b. Runway 18/36 Extension – Team of engineers met last week and hope to have 100% design completed by end of year. Hopefully will get into the CARES ACT for funding.
• c. Airfield Electrical Rehab – Pushing forward and making headway. Had good calls with Washington.
• d. Runway Safety Area Project – Will be starting project in the next week or two.

Mrs. McQuain stated that Mr. Loren Scott did his economic update for the region and gave England Airpark a nice shout out.

There being no further items to discuss, Mr. Bushnell adjourned the Capital Projects Committee.
