The Police Jury of the Parish of Rapides, State of Louisiana, w as duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then called the meeting to order at 4:06 p.m.

The invocation was given by Mr. Ollie Overton.

The Pledge of Allegiance was led by Mr. Danny Bordelon.

There were present: Craig Smith, President and Police Juror s: Randy Wiggins, Randy Harris, Danny Bordelon, Oliver “Ollie” Overton, Jr., Sean McGlothlin, and Jay Scott.

Absent: Davron “Bubba” Moreau and Parrish Giles.

Also present were: Ms. Theresa Pacholik, Secretary/Treasurer; Mr. Gregory L. Jones, Legal Counsel; Ms. Sarah Vidrine; Ms. Debra Wess; Ms. Betty Jo Bourgeois; Ms. Angie Branton; Ms. Anna Barton; Mr. Matt Johns; and Judge Greg Beard.

On motion by Mr. Randy Harris, seconded by Mr. Ollie Overton, the following resolution was presented:

SPECIAL SESSION

AUGUST 25, 2026

RESOLUTION

RAPIDES PARISH HAZARD MITIGATION PLAN 2026

WHEREAS, the Parish of Rapides has prepared a multi-hazard mi tigation plan hereby known as the RAPIDES PARISH HAZARD MITIGATION PL AN - 2026 update in accordance with the Disaster Mitigation Act of 2000; and

WHEREAS, RAPIDES PARISH has participated in the process to p repare a DMA compliant Hazard Mitigation Plan based in the FEMA guid ance available in the How to Guides;

WHEREAS, RAPIDES PARISH is participating in the Hazard Mit igation Plan prepared by the Rapides Parish Police Jury under the oversight of a Steering Committee comprised of Parish-Wide representatives;

WHEREAS, Rapides Parish and local city representatives and gover nments have participated in the mitigation planning process;

WHEREAS, appropriate opportunity for input by public and communi ty officials has been provided through meeting notices, open meetings and availability of draft documents;

WHEREAS, the Plan has been recommended for adoption by the steering committee;

WHEREAS, adoption of the Plan is required prior to further considera tion for FEMA funding under the following programs:

THEREFORE, THE RAPIDES PARISH POLICE JURY does hereby adopt the Rapides Parish Multi-Hazard Mitigation Plan Update 2026.

ADOPTED by a vote of 7 in favor and 0 against, and 0 abstaining, o n this the 25th day of August, 2026.

On motion by Mr. Ollie Overton, seconded by Mr. Randy Wiggins to approve the LOATF allocation for a two (2) year period. Discussion ensued. On vote the motion carried. Mr. Sean McGlothlin abstained.

On motion by Mr. Randy Harris, seconded by Mr. Danny Bordelon to approve the auto/equipment insurance renewal for 2026-2027 with Brown and Brown Insurance. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Randy Harris there bei ng no further business, the meeting was adjourned at 4:47 p.m.
